Institute of the environmental accumulated harm: Russian and foreign experience

In the article, the author considers the problem of preventing and minimizing the negative consequences of accumulated environmental damage in world practice. The experience of legislative regulation of the institution of “historical pollution” in foreign countries was analyzed and the possibilities of implementing the measures under consideration in Russian realities were revealed. The author also considers environmental insurance as the most important tool to prevent the catastrophic consequences of accumulated environmental damage.
