The democracy institution and its transformation in the Soviet state in 1917-1927

The article deals with the evolution of democracy institution during the first ten years of the Soviet regime (1917-1927). It is stated that during this period there were adopted a number of laws including the Constitution of the RSFSR (1918, 1924, 1925), which reflect the principle of democracy. At the same time, the author argues that in fact the principle of democracy was transforming into the typical autocracy, first designated in the literature as a centralized public management system, and then as a Stalin's cult of personality.
