An institute of rent relations as a mechanism for sastainable water use in Russia

The main problems of modern water management in Russia are formulated in the paper. It is stated the objective need for a water market formation and its operation as an institution of rent relations between the owner (the state) of water resources, entities water-users in the field of takeover (acquisition) of water rights. Based on the analysis of the proposed model of optimal water management the key terms of the optimal trajectory «adjustment» of the long-term sustainable water use by the means of its cost parameters (rental payments) regulation were identified.
