Article is devoted the analysis of mutual relations between the state, institutes of a civil society and citizens, institutes of a civil society and citizens in which result the author gives an estimation of potential of each of them in a fight against corruption. The author also gives its treatment of concept "corruption" which is beyond its legal interpretation
