The network institutions and practices in government decision-making in Russia

The article deals with the problem of the effectiveness of public institutions in the process of government decision-making. The author analyzes the different levels of goal setting, and highlights the special space, latent one, organized by a network principle, which determines the degree of involvement of formal institutions in the political process. The article also examines the positive and negative parameters of latent mechanisms of goal setting, as well as the essence of the state as a subject of decision-making. The analysis of latent connections and practices modifies the existing understanding of the mechanisms of political decision-making, and is a realistic format of public policy design.
