The article reviews the role of development institutions as new tools of the federal policy regarding the regional development. The paper analyzes the plans of wide-scale utilization of such institutions for the faster socio-economic development of the Far East regions. The author indicates the basic legal and other preconditions, which could increase the efficiency of the development institutions in their ensuring of the sustainable development of the Russian territories.
