The article is analyzed the institutions in the context of solving problems in the public administration system. Typology of institutions held from the standpoint of state participation in their design and development. As a special hybrid institutional form of corporation represented, discussed the meaning and consequences of the use of such forms to ensure that innovation-based economic growth. The conclusion about the necessity of compulsory recovery of the institutions on the basis of the solution of specific management tasks is maked.
