Anti-crisis development tools in the context of a pandemic crisis

The complex nature of the pandemic crisis has led to a number of critical changes in the national economic system of all countries that have found a stable recession. In these conditions, as the established practice shows, the stability of regional economies is determined by the quality of the mechanism of anti-crisis regulation. The purpose of this study is to provide a comprehensive assessment of the anti-crisis management system in terms of the impact on individual, most vulnerable segments of people’s economic life. The paper presents the author’s concept of the pandemic paradigm of crisis management, which consists in the existing contradiction between conflicting “destructive tools” of economic development and “incentive tools”. As a result, the imperatives in the system of evaluation of anti-crisis tools from the point of view of strengthening the potential of post-crisis economic development are determined.
