Soft power tools in Russia's foreign policy: problems and perspective solutions

The article discusses the role and importance of tools of soft power in the Russian foreign policy, differentiating the concept of soft power and propaganda. The author analyzes groups of instruments within the framework of the soft power technology and identifies the limitations and problems of using these groups of tools. The author offers options for a prospective solution to the problems based on the principle of low resource costs and existing practice.
