Tools for stimulating the production of the final product in the timber industry in the Russian Federation

The article discusses the tools that affect the production of the final product in the timber industry of the Russian Federation. To stimulate such production, it is necessary to have a regulatory framework, high efficiency of state support and regulation of transport tariffs for the transportation of forest goods. Analysis of regulatory documents in this area shows that, firstly, there are no rules governing the requirements for construction technologies of buildings with a wooden frame, from glued wooden beams and houses made of solid wood (log cabins), secondly, the current rules do not include information about new construction technologies, and thirdly, the lack of fire safety requirements for the construction of multi-storey wooden houses and public buildings leads to the inability to accept such houses into operation during their construction. When analyzing the state program of preferential lending for the construction of a wooden house, it was revealed that small and medium-sized enterprises are being washed out of participation in this program, banks are not ready to implement such a program, the program provides for a very short period of subsidizing program participants, compared to other programs of lending to the population. The amount of tariffs for rail transport forces small and medium-sized enterprises to use road transport, while the transportation of timber and sawn timber by gondola cars and platforms from the railway becomes unprofitable. The identified problems allowed us to formulate reasonable proposals for changing the situation and to make a forecast of the volume of production of the final product of the timber industry for the future until 2030.
