Management tools for socially safe development of regional socio-economic systems

The topic of the development of regional socio-economic systems is relevant at the present time. The article examines such systems in the context of managing their socially safe development by the state and regional authorities. The emphasis on social security is associated with the population of the region, whose safe state depends, among other things, on the regional socio-economic policy. The analysis and systematization of the regulatory framework in terms of strategic management of the socially safe development of regional socio-economic systems is carried out. For this, the current legislative documents and acts of the Russian Federation and the federal city of St. Petersburg were studied. Among them are the Constitution of the Russian Federation, federal laws, Decrees of the President of the Russian Federation, laws of St. Petersburg, decrees of the Government of St. Petersburg. The analysis of the strategy of socio-economic development, an action plan for its implementation, as well as state programs of St. Petersburg. The provisions of program documents on filling them with indicators of socially safe development of the region are generalized. It is proposed to consider separately in the composition of indicators on crimes such types as murder, deliberate harm to health, rape, and hooliganism. It is these indicators that more sharply and objectively reflect the reaction of the population to the socio-economic policy pursued in the region and, thus, can serve as the basis for changing its directions in terms of enhancing the socially safe life of people in the region.
