Integration of the concept of a smart city into the Russian system of strategic management of urban space

The research analyzes the concept of a smart city which includes a set of information and communication technologies and the Internet of things used to manage the urban space. A number of cases of urban problem solutions by means of smart city technologies are reviewed. The authors consider the references to this concept made in various social networks and media. Despite the traditional idea that smart city initiative is built by the population (from below), they conclude that today’s Russian initiatives are mostly promoted by the authorities (from above). Besides, the researchers identify the key issues discussed in the context of this concept being mentioned. A hypothesis is proposed that the concept of a smart city has a great impact on the Russian strategic planning system and is the basis for its further development.
