The first stage of the QSCIT (Quantum Soft Computational Intelligence Toolkit) software toolkit based on soft computing technology - SCOptKB™, applied for design (at the second stage) of robust knowledge bases in self-organized intelligent control systems, is presented. The application of the QCOptKB™ toolkit to quantum computing technology at the second stage of IT design of robust control systems is discussed in Part 2 using a similar example of intelligent nitrogen pressure control in a cryogenic installation of a superconducting magnet test bench.
