Intelligent customs technologies in the eighth technological order

The purpose of the work was to identify and disclose the role of the Institute of customs in the holistic process of the evolutionary development of machinery and technology. The article provides a critical analysis of the methodological approaches known to science, on the basis of which a four-level model of technological structures has been consolidated. Based on the study of the earlier historical stages of the development of ancient civilizations, the historical boundaries of the formation of technological structures have been expanded. The author comes to understand that the current eighth technological stage, inheriting the rudiments of previous technological stages, reveals the fundamental new features of the eighth stage. The author sees the essence of the latter in the replacement of routine intelligent work with creative work. This process can no longer be described only in terms of economic theory and innovation theory, as it affects the fields of culture and the social sphere. The author concludes that modern culture can no longer be conceived without the achievements of digital technologies, however, modern culture is more a denial of culture than its affirmation. The emerging digital economy is leading to drastic changes in the public administration of the customs institute. As a result, new models of governance of state institutions are being generated with previously unknown phenomena of disruptive effects inherent in this process, generating “disruptive innovations” in governance models that can be described as “creative destruction.” The creation of breakthrough technologies, products, innovations in the field of management of the institute of customs affairs, the organization of commodity markets, and models of foreign economic activity is possible when a creative environment is formed in which objective and subjective prerequisites for the formation of creative personalities are created, which becomes an essential phenomenon of the eighth technological order. As a result, it is concluded that digital technology-based creation relationships in customs make it possible to reduce transaction and transformation costs, and the customs institute itself is becoming more of a service institution
