Investments in human capital as a factor of innovative and economic development of Russian regions

The article examines the role of investments in human capital as a key factor in the innovative and economic development of Russian regions. The successful examples of countries such as Singapore and South Korea, which have demonstrated significant economic growth due to strategic investments in education, science and innovation, are analyzed. The influence of the level of education on the regional economic indicators of Russia is emphasized: Regions with high-quality human capital demonstrate higher growth rates of gross regional product (GRP). The problems of disproportion in the distribution of innovative investments and their concentration in the largest economic centers are highlighted. There is a need to decentralize innovation policy, take an integrated approach to infrastructure development and improve the investment climate. Special attention is paid to government support measures, programs for cooperation between science and business, as well as institutional reforms that contribute to the long-term development of the regions.
