Investment attractiveness of regions: mechanisms of stimulating investment projects in the context of the modern economy (as exemplified by St. Petersburg)

The study is devoted to increasing the investment attractiveness of St. Petersburg, identifying effective tools for improving the investment climate through the legal framework, financial incentives, infrastructure, and digitalization. The analysis confirmed the city's leadership among Russian regions due to state economic policy measures and a reasonable tax strategy. The focus is on an industry-specific approach, tax administration, and fiscal policy. The study examines government support measures, including infrastructure, tax incentives, subsidies, and special economic regimes. PPP mechanisms, specialized zones, and innovation support play an important role. The results demonstrate the effectiveness of the measures taken, the growth of investments, investor confidence, and the improvement of residents' well-being. St. Petersburg's experience is recommended for other Russian regions to achieve sustainable economic growth and counter external sanctions.
