Using the practice of developing schemes of the transport development of forests in the regional programs of development of the forest sector

In the USSR much attention was paid to methodology of planning and its information support through the implementation of fundamental and applied scientific research. In the forest sector, applied research in the forestry planning was carried out by branch research institutes, institutes of the USSR Academy of Sciences and universities. The results of the research included schemes for transport development of forests in multi-forest areas through the development of a network of forest roads and narrow gauge railways with the construction of new logging enterprises and the creation of large timber complexes. The experience of preparing and implementing schemes for transport development of forests is worth studying and applying its results in the development and approval of forestry plans of the Federal subjects and regional (territorial) programs for the development of the forest sector. To create a scientific base for long-term strategic forest planning, the development of methodological provisions for assessing the effectiveness of transport forest development schemes should be recognized as one of the priority areas of scientific research.
