Solid Household Wastes (SHW) handling system in Russia is painfully being reformed, which determines the increased risks in the service quality and costs for the service consumers. The development of the regulatory system to establish the SHW fee, including at the level of a particular RF subject, is highly likely to involve both the lawmakers and market participants, consumers, direct compliance assessment to observe the justification of the main parameters used to define the service fee. The subject of the present paper is the features of the latter process together with the unfolding court practices.
