The problems of this topic have already been worked out by the authors and were published in the article “Environmental investments through the prism of a program-oriented approach”, further study of this topic made it possible to present the available material in more detail and in depth. The situation develops in such a way that the circumstances for conducting commercial and other activities force participants in industrial relations to solve problems related to environmental safety. Otherwise, it is difficult to talk about the effectiveness of its management. In addition, food security is becoming an increasingly urgent issue, especially in the context of climate change and population growth. In the Russian Federation, it is necessary to change the vector of development towards environmental development and investment in order to strengthen socially significant areas and combat new challenges associated with the aggressive foreign policy of the European Union and a number of other countries. The main trends in the development of socially useful industries are adjusted by the changed priorities in investment. Their essence lies in the partial rejection of superprofits for the sake of social corporate responsibility, obtaining benefits in the context of environmental payments, improving the quality of life of the population of the region and the country as a whole. In this regard, the greening of financial instruments is currently a necessary scientific research rather than a search for theoretical novelty. The authors see that it is the use of software-targeted tools that will simplify the process of implementing and implementing new investment programs, their subsequent coordination for the distribution of budget transfers between the facilities selected for financing.
