Research of information openness of the public sphere in the context of the qualitative changes in the relationship of society and state structures: legal and institutional aspects

The article deal with the institutional and legal aspects of the formation and development of the interaction of state power with the structures of mass information. The problem of regulating the information openness and transparency of the authorities activities of in terms of traditional and modern mechanisms and models is investigated The key role of information technology in the development of mechanisms to control the quality and quantity of information provided, its reliability, openness and reliability is substantiated. The idea of the need to develop the information openness of the public sphere on the basis of the implementation of the Information Security Doctrine of the Russian Federation and the promotion of various forms of public control and citizen participation in government is developed.
