Study of luminescent lighting devices in the investigation of violations of fire safety rules during operation of multi-functional buildings and structures

The Law “On Fire Safety” defines a fire as an uncontrolled burning that causes material damage, harm to the life and health of citizens, the interests of society and the state. The investigation of fires is associated with a number of difficulties due to the specifics of these crimes. Violation of fire safety rules often has extremely negative consequences. Particularly relevant is a point study of the cause-and-effect relationships of the occurrence of fires during the operation of multifunctional buildings and structures. Practice shows that the vast majority of fires occur precisely because of violations of sanitary and fire standards at facilities. Studying the causes of a fire is impossible without using an integrated approach, in particular, the use of special knowledge, the use of which is necessary when inspecting the scene of an accident, conducting expert studies, etc. Inspection of the scene of the incident in cases of this category is a complex, urgent investigation action that allows you to determine the initial provisions of the investigation. It should be aimed at solving the following tasks: fixing the situation at the scene of the incident and the area of destroyed or damaged property; detection of traces of a crime; identification of probable versions; identification and detention of persons who have committed a crime; establishing methods of committing and concealing a crime; identification of the causes and conditions that contributed to the commission of the crime, etc. Fire-technical research is carried out to assess the possibility of ignition of materials that were in the established place of the fire before it started. In this case, the results of studying the materials of the criminal case, background information on the combustibility of materials and substances, the fire hazard of fluorescent lamps, as well as the results of laboratory studies are used.
