Analysis of concessions potential in the tourism industry of the Republic of Crimea

The article defined industrial and regional peculiarities of Crimea in development of recreation and hospitality sphere Based on those peculiarities it defines advantages of public-private partnership in the form of concession agreements for acceleration of investment processes in the region. Interdependence of acting forces and interests involved in concession agreements are analyzed. The article structure different level of risks arising in any given investment project, in projects structures as concession agreements and in the circumstances of conducting multiple projects at once. The latter two types of risks are researched from the point of view of both parties involved into partnership: the state and the private investor. Countermeasures are suggested to control each risk. The article also analyzes the outbound tourists flow in 2019 pre Covid year. It runs several scenarios of potential switch of outbound tourists flow to domestic travels in the Republic of Crimea: conservative, moderate and optimistic. The conclusion is made about additional tourists numbers that concession agreements can generate in case of accelerating peninsula tourists infrastructure construction and reconstruction.
