Study of the problems of the state cadastral valuation at the present stage

This article discusses the procedure and problems of the state cadastral valuation of real estate at the present stage of development of the Russian Federation. The relevance of the chosen topic is confirmed by the fact that in the current difficult economic situation in the country, it is necessary to competently use the full potential of available economic resources, and real estate in the modern world is one of the most important resources. In this connection, it is important to consider the existing problems related to the assessment of the cadastral value of real estate, as well as to suggest possible ways and means of solving them. The real estate market in the Russian Federation is developing faster every year, in turn, real estate valuation, including cadastral, as a special type of professional activity, is becoming one of the most sought-after areas of the market economy. The country's economy, as well as the taxation system, directly depend on the results of the cadastral valuation, since it is the land tax, property tax and rental fees from real estate that are the budget-forming base for the state, and all this directly depends on the cadastral value, which in turn has negative impact on the country's economy. The article discusses the amendments made to the Federal Law No. 237 “On the state cadastral valuation” dated January 1, 2020, the main of which is that now the cadastral valuation is carried out by a state budgetary institution. Also, the article discusses the features in the procedures for assessing and challenging the cadastral value according to Federal Law No. 135 and Federal Law No. 237. The data for 2021 regarding the consideration of disputes about the results of determining the cadastral value in courts are given. The ways of solving existing problems in the field of cadastral valuation are proposed.
