The inter-budgetary relations system analysis in the Russian Federation and its ways of improvement

Traditionally, the improvement of inter-budgetary relations is one of the maindirections of the budget policy of the Russian Federation. The article considersthe distribution of funds between the budgets of the budget system of the RussianFederation. The legislative and practical parts of inter-budgetary relations areanalyzed. Namely, all attention is focused on inter-budget transfers. They are anindicator of the state of inter-budgetary relations. At all stages of the budget reform,changes in the mechanism of inter-budgetary relations were carried out for thefinancial alignment of the subjects of the Russian Federation, as well as to increasetransparency in the allocation of budgetary funds. This has helped the RussianFederation to approach States with an effective and at the same time fair system ofinter-budgetary relations. The aim of the study is to analyze and develop ways toimprove the system of inter-budgetary relations. The author’s point of view on thestate of Affairs in the sphere of inter-budgetary relations is presented.
