A study of the level and quality of life of the urban population of a region with a continental climate: measurement and evaluation

In the Russian Federation, including its regions, improving the quality of life of the population is currently one of the priority development goals. The city of Krasnoyarsk, the capital of the Krasnoyarsk Region, is a large industrial and cultural center. The city is located in a zone of moderate climate discomfort, which has a negative impact on the quality of life of the population living in it. An assessment of the current state of the standard and quality of life of the population in Krasnoyarsk for the period under study indicates negative processes. The number of permanent residents of the city is growing slightly, mainly due to migration growth. The average life expectancy of city residents increased by only 1.9 %. The birth rate decreased by 20.2 % with a slight increase in mortality (0.3 %). An important problem for the region with a continental climate is the per capita consumption of protein-containing products, as an important indicator of the level of food security of the population living in such harsh natural conditions. In the period under study, there is an annual shortage of milk and dairy products compared to the regional norm, the lack of vegetables and fruits is replaced by carbohydrate products. The structure of the diet does not correspond to the rational one, this is one of the reasons for the diseases of the city's population. Insufficient provision of preschool and general education institutions reduces the quality of life of the population. The number of preschool and general education institutions is decreasing. The labor market is characterized by a decrease in the number of unemployed and an increase in the working-age population due to migration growth. The state of provision with medical personnel is alarming - there is a shortage of doctors of clinical specialties, as well as medical personnel, an insufficient number of highly qualified specialists. A high level of income differentiation has formed in the city: the income of the wealthiest population exceeds the income of the least wealthy population by 14 times. This indicates that the population of Krasnoyarsk is in a zone of social instability. A high degree of air pollution negatively affects the quality of life over a long period of time.
