In this article, the regions of Russia, in particular the Volgograd region, are considered not as a tourist product, but as an institutional environment, which, through a set of indicators that determine the development of the tourism market, creates opportunities to increase the region’s labor resources. The hypothesis is confirmed that there is a direct relationship between the number of people employed in the region’s economy and the tourist attractiveness of the region. The article examines the prospects for the development of the tourism industry in the Volgograd region. The strengths within the tourism potential of the region are determined. There are a number of indicators of the development of the tourism market, which are closely related to human resources. The expansion of the tourism industry makes it possible to form professionals in the labor market, which has a positive effect on the economy of the region.
