The study of internal factors and barriers affecting the effectiveness of inter-budgetary relations in Russia

The article examines the effectiveness of inter-budgetary relations in Russia, which depends on a number of factors, including political, economic and social. The study analyzes the impact of these factors on the effectiveness of inter-budgetary relations in Russia using specific examples. Special attention is paid to political factors such as the political will and priorities of the government, political stability and consolidation of power, regional political ambitions, as well as interaction and cooperation between the federal center and the regions. It is shown that examples of the influence of these factors can be the allocation of additional resources for major sporting events, the creation of the National Welfare Fund during the presidency of Vladimir Putin, conflicts during the annexation of Crimea to Russia. Economic factors, including the level of inflation, unemployment, and the tax potential of the regions, are also considered significant for the effectiveness of inter-budgetary relations. In addition, the work notes the influence of social factors, in particular, demographic trends and the level of education of the population. Based on the results of the analysis, recommendations are proposed, including strengthening control and reporting, improving legislation, as well as developing interregional cooperation. The implementation of these measures will contribute to increasing transparency and openness of the budget allocation process, which in turn will ensure more efficient use of budget resources and support for sustainable economic and social development of the country. In addition, the results of the study will open up new prospects for the development of techniques and approaches used by specialists in various fields, and provide a basis for further research in this area.
