Sources of financing for public organizations in the Yenisei province (end of XIX – beginning of XX centuries)

The objective of the study is to analyze and classify sources of funding for public organizations in the Yenisei province in the late 19th – early 20th centuries. In modern Russian conditions, research devoted to the study of the history of the creation and development of non-profit public organizations in pre-revolutionary Russia are of particular relevance. Their active emergence began after the reforms of Alexander II, when not only government officials and the nobility, but also the enlightened part of the public, who were not indifferent to the existing problems of the modern world of that time, began to have public initiative. During that period, various public organizations were established in Russian cities, which were created on a voluntary basis and operated within the framework designated by the government. By allowing and legislatively securing the right of non-governmental organizations to legal activities, the state partially shifted the responsibilities for solving social problems to legal non-profit organizations. Public organizations functioned on the principles of accessibility and self-government, playing the role of social institutions through which the interests and needs of society were identified. Thanks to voluntary organizations, the progressive Russian public got the opportunity to participate in solving the most important problems in the sphere of culture, education, health care, and public welfare. Voluntary organizations played an important role in the socio-political life of the country, concentrating educational work in their hands and acting as a kind of link between the state and society. Of particular importance were public organizations in Siberia, where there were no Zemstvo self-government bodies. The issue of sources of financing for such organizations is of great importance in the study of public associations of that period, since a sufficient material base was one of the determining conditions for the effectiveness of their work.
