Historical necessity and legal foundations of the preparation of the Russian Federation citizens to the military service (1993 - 2005)

On the basis of objective needs of the Russian Federation social development it is possible to specify two groups of factors which have determined the historical necessity of preparation of citizens to the military service during the studied period - internal and external. The internal factors are: historical, economic, social, domestic-policy, cultural and spiritual-moral. Threats to economic safety, foreign policy and military-strategic factors can be counted as external.
