History aspects of the development budgetary relations in Russian Federation and Republic Mordovia

In article is given methodological estimation of the process reforms of the budgetary relations: stages of the reform in Russia and Republic Mordovia are analyzed. Feature legislation on each stage of the development, positive totals of each period, and also undecided contradictions are given.
