Historical aspects of the establishment of all-Russia and regional parliamentarianism

The article deals with the origins and establishment of the popular representation system in Russia. The author analyzes the electoral system, legislation and basic stages of electoral process of the first Russian parliamentary elections. Special attention is given to the creation and organization of electoral commissions' work. The major lesson taken from the historical experience of introduction and functioning of the first national parliamentary representative bodies in Russia is that the attainment of political power is possible by not only revolutionary, but also evolutionary parliamentary means.
