Historical forms of the state and their correlation with inclusive and extractive institutions

The subject of the article is the evolution of the Eurasian space’s countries state forms. It is shown that in their history they had many forms of government: noma, policies, different types of monarchies and republics (from slave-owning to modern). Using methods of historical analysis and induction the nature of empire and some teachings about it is considered, a conclusion is made that in recent years Russian state experts propose new theories of empire, without tying it to a monarchical form of government and mixing its characteristics with federalism. However, according to the article’s author opinion, federation and a regionalist state should be the preferred form of organization for large and multinational states. Examples of inclusive and extractive institutions’ use in different states prove that democracy is a condition for a high standard of living of citizens and the effectiveness of the state.
