The historical background of urban planning management system in the Russian Federation

The history of the managed urban planning development in Russia since the end of the 17th century until the present shows its importance and demonstrates the merits and demerits of its several management models. Urban planning management had its specific features in different historical periods. Nowadays, according to the Federal Law on General Principles of Organization of Local Self-Government in the Russian Federation, urban planning development is managed by the local government organizations, the authorized municipal units. The problem is the lack of qualified personnel and funds to develop and implement the project documents, technical standards and regulatory legal instruments that provide urban development of territories and settlements. In addition, it is necessary to take maximum advantage of urban planning development (grants from the government and the constituent entities of the Russian Federation, municipal-private partnership).
