The historical experience of the partnership of state and public organizations in the struggle for public temperance

The paper considered an experience back in history of partnership of the State with public organizations in struggling against alcoholic seizure of the population, with an instance of establishing the Board of Guardians for popular temperance in the Ufa province (years 1865 to 1917). The Russian guardianship was one of the instruments in solving the problems of social protection of the population. At the beginning of XX century, an extended network of Boards of Guardians for popular temperance had been functioning across Russia. The rich experience of the past is required to explore and lessons learnt to apply to the contemporary environment, while adapting them to the present-day actuals.
