Historical experience of transition to new economic policy

The article analyzes the problematic issues of the transition from the policy of war communism to the new economic policy. The author studies the reasons for the rejection of military-communist methods of economic and political leadership. Prodrazverstka was seen as a forced measure, since the state had at its disposal the industry, underdeveloped since pre-revolutionary times, which was also destroyed by military actions and worked for the war and was unable to provide peasants with a sufficient amount of goods. The state power was forced to make concessions to the peasantry. However, the strategic guidelines of the Party remained unchanged. The party leadership did not intend to abandon the communist idea. It was only a question of a temporary halt on the road of communist construction. Only communist distribution was stopped, because the state had no more commodity resources left after prodrazverstka was abandoned. During this period, the state had to establish the exchange of products between the city and the countryside through the market, that is, to implement a new economic policy. The transition to the NEP allowed the Bolsheviks to retain power, stabilize the political situation in the country, restore the country's economy destroyed by wars and revolutions, and avoid a new round of civil war.
