Historical experience of national economic policy implementation: controversial issues

The paper considers various theoretical approaches to the study of the historical experience of the state economic policy implementation during the late Soviet period. The authors define the factors contributing to the inhibition of the Soviet economy. It is concluded that the lessons from the past should be learned, the active state industrial policy and a genuine reform of the education system are to be implemented in the modern Russia.
