Historical experience of implementing the prohibition on parole (case study of the Republic of Buryatia)

The article deals with the problem of preventing recidivism of persons who have served their prison term, including those, who previously released on parole. We have identified the problem of the lack of clear criteria for the application of parole, analyzed the historical experience of the application of parole in the beginning of the 20th - the end of the 20th century. It is concluded that the historical experience of the application of parole testifies that the release of a person does not guarantee either the correction of the convicted person or the prevention of new crimes. In view of this, the need for postprison control over their behavior is obvious. We propose to prohibit applying parole to certain categories of sentenced to imprisonment on the legislative level.
