The article deals with the problem of regional archive body formation at the territory of the Southern Urals, particularly in Bashkir ASSR (Soviet Socialist Republic), Orenburg, Chelyabinsk and Ufa counties. The author had made the first attempt in historiography to conduct comprehensive and system research of the history of archival system at the Southern Urals in terms of administrative and territorial reforms. The article is predominantly based on original sources in federal and regional archives, some of which having been introduced for research for the first time. The research objective is to analyze the impact of administrative and territorial reforms of the early years of Soviet government on archival network of the Southern Urals. Drawing on the example of Archive services of the Southern Urals, it has been proved that administrative and territorial reforms periodically conducted in the 1920s - 1930s impeded sustainable development of regional archives of the RSFSR (Russian Soviet Federative Socialist Republic). In the second half of the 1920s, county archive bureaux had lost sustainable connection with Central Records Office of the RSFSR, as they were governed by regional and county Records Offices.
