The process of teaching the deaf and developing and systematizing pedagogical approaches to deaf education had been taking place in Europe for over two centuries before deaf education came to Russia. Te history of the formation of various approaches in deaf education in Western European countries can shed light on the history of the development of Russian deaf education and answer why certain methods of teaching deaf children were adopted in Russia while others were not. Methods of educating deaf children in Russia had undergone a number of changes and improvements since the advent of deaf education. Te introduction of new methods in education took place at the International Congresses for Deaf Education, which were called in order to facilitate the exchange of experiences and carry out the unification of various practices of deaf education
