The history of the development of the local administration and the problems of the formation of a modern legal basis of organization in the Republic of Iraq

This article examines the history of the development of local administration in the Republic of Iraq from the moment of the establishment of the Iraqi state until 2005 and the adoption of the current Iraqi Constitution, the attendant problems in the activities of local administration systems, the status of local administration personnel, and the relationship of central authorities with local administrations. An integrated administrative system for managing local administration in Iraq is necessary in order to solve the problems that have arisen, which have significantly affected the lives of the Iraqi people as a result of the poor performance of local administrations in the performance of their duties. The experience gained, based on the current regime in Iraq, should serve as a means to achieve important results in laying the foundations for an integrated administrative system.
