The history of small business revival in Primorsky krai in 1986-1991

The paper discussed the prerequisites for the revival of small businesses in Primorsky Krai during the restructuring of 1986-1991; their initial business legal structure was determined; the results achieved were analyzed. The author concluded that the political transformation of the state at the end of 1991 had radically changed the paradigm of small business development. The new macroeconomic situation led to the market challenges as a development stage, a natural element of evolution of small businesses. Business history of Primorsky Krai is inseparable from the development and social and economic advancement of the South of the Russian Far East. It was the entrepreneurial initiative that provided the basis for initiating the economic activity in the region. In the Soviet period, the entrepreneurship was defined as an ideologically alien phenomenon; however, it had not been excluded from public life but turned out to be illegal. This fact had negative consequences resulted in large-scale and compounded threats to the social and economic stability of the state. Besides, it laid the groundwork for legalizing entrepreneurship as a social and economic phenomenon.
