Historical and legal aspect of the fight against poaching in the Republic of Buryatia

The fishing industry plays an important role in the development of the national economy, so its study is one of the most pressing problems for the economy of the region as a whole. The paper analyzes and summarizes the historical experience of the fishing industry with all the achievements and shortcomings, which will help to realistically assess the current situation in the fish industry and determine the ways for its further development. The functioning of the Soviet model of fisheries was provided by a system of state support, which made it possible to successfully develop the fishing industry and solve social problems in coastal regions. The country's leadership always paid great attention to the development of the fishing industry, as the most important branch of food supply for the population. During the years of Soviet power, in a short time, on the basis of the implementation of plans for the industrialization of the country, the material and technical base of the fishing industry was created. On the example of the Republic of Buryatia, the fight against poaching is considered, the role of the mobilization decisions of the Soviet state in this process is noted. The study analyses the current Soviet legislation on nature protection, the history of creation, the structure and main functions of fish protection bodies. On the basis of archival data, the number of detained offenders, the number of seized fish, means and fishing gear are given. A special place is given to the society for the protection of nature and the role of public inspectors, who, along with fisheries, fought against poaching. Attention is focused on the technical equipment of the fish protection authorities and the role of criminal law measures in the prevention of water poaching.
