Results of implementation of the concept of long-term socio-economic development of the Russian Federation until 2020

Currently, global economic crises lead to the need to turn again to the system of state strategic planning. Beginning in 2006, national social projects began to be implemented in Russia; since 2007, a federal budget for three years has been planned and developed. Finally, in 2008, the «Concept of long-term socio-economic development of the Russian Federation until 2020» or Strategy 2020 was approved. Strategy 2020 is a document that includes 25 chapters, which are grouped into six sections. Based on the results of the analysis, it can be concluded that most of the goals outlined in the Strategy 2020 were met only by 30 %. The unsuccessful experience in implementing Strategy 2020 has led to the need to improve the effectiveness of state strategic planning in the field of legal and regulatory framework. Currently, the strategic planning system in the Russian Federation has one Federal law, four presidential decrees and 10 Government Orders. Thus, the Russian legal system has created the necessary conditions for the development of strategic planning, which guide the activities of state authorities at various levels.
