Glimpses of history of development and activities of the local communal services authorities in 1917-1929 (case study of data of the Lower Volga region)

The article deals with formation and development of the local communal services authorities in 1917-1929, their tasks, functions, activity areas, relationship with the central government bodies. By recounting of the local government activities the author describes implementation of the housing and communal policy of the Soviet Union. The research is carried out with application of the Lower Volga Region data.
