Facts on raising personnel proficiency at the police department of the Russian empire of the late XIX - early XX centuries

The paper considered several issues on raising proficiency of policemen at the second half of XIX-and the early XX centuries. The study noted a growing concern in training police officers in this period, including the lower rank staff. Attention has been drawn to challenges of quality recruitment of the police staff, due to short salary schedules for police officers.
