The article examines the changes in the social, public, and political spheres of the Russian state in 1918-1920, as well as the emerging divide between the central and peripheral newly created ecclesiastical administrations. The content of the functions of the civil powers of the Soviet state in the period 1918-1920 was determined by its political regime, the creation of a legislative platform for the social strata classified as military and civilian population. A confessional policy was being implemented. The structure of the Russian Orthodox Church underwent fundamental changes: the patriarchal one-man rule was revived, parishioners were actively involved in ecclesiastical administration, representatives of security agencies were introduced into the council, and the formation of several central church directorates was realized. All of this served as an impetus for changing the commonplace view of the relationship between church and state power.
