Dominic Ivanovich Hefremov - a founder of the Soviet insurance

In the article, on the basis of previously unknown archival documents of the State Archive of the Republic of Crimea, previously unexplored Crimean period in the biography of the state employee of USSR People’s Commissariat of Finances, the first chairman of the USSR State Insurance Dominic Ivanovich Yefremov is analyzed. The author comes to the conclusion that this man was at the forefront of the Crimean Autonomy and was directly involved in its formation. Particular attention is paid to his fruitful work in the State Insurance, insurance business and the promotion of the principle of state monopoly in insurance. Under his leadership, Gosstrakh expanded the types of agricultural insurance, and the foundation of the Soviet insurance was laid.
