Modern electoral system is characterized by a set of rules and regulations designed to determine the correlation between legislative and executive branches and achieve their legitimacy. The author considers the electoral system as a political institution that ensures continuity of state power and local government by the democratic technology and procedures establishing political and legal criteria for legalization of the free will of law-governed state citizens in the electoral process. The relevance of the study is supported by the fact that legitimate elections and the wide acceptance of election outcomes serve as the key attribute of a democratic society capable to deal with the challenges by peaceful political means. The research identifies that any electoral system can be treated as a complex and multi-faceted construct affecting the political system of society as a whole. A complex and multidimensional concept of political stability turns out to be a fundamental component of electoral systems. A stable democratic regime has a strong probability of preserving its democratic nature.
