Changing conditions for creative work of the artists of the chelyabinsk region in the period of restructuring are considered in the article. the author pays special attention to the development of the system of political guidance in the last period of the ussR as well as to the changes of economic conditions in the sphere of fine arts of that period; organization, which provides functioning of the sphere of fine arts in different levels, is considered.
