The USA navy policy change in the middle 2000s

By the mid-2000s there was a need for the U.S. navy policy objectives to be updated to reflect key priorities to protect American national interests. As a result of the work in 2007 the U.S. Navy chief board presented A Cooperative Strategy for 21st Century Seapower.
